Please read
over the rules carefully. EHA follows the USEF rules unless
otherwise noted.
Our rulebook serves to show how we differ from USEF, listing rules that
are specific to EHA and it by no means contains every rule. If it is not
covered in our rulebook, then we go by USEF rules. We recommend that you
visit the
USEF and obtain a current rulebook. If you have any questions
regarding EHA rules, our
senior steward, Bill Creighton, will answer them.
New rules
for 2008 are in red below.
The rule changes for 2008 are:

shall be made to the EHA Secretary on the application form provided by the
Association and must be made during the current year. Applications for

signed by an officer of the show. The form shall contain the following
statement: “In applying for the above date(s) this horse show agrees to
abide by the rules of the EHA and understands that failure to do so
constitutes a violation of the rules which may subject the show to
penalty.”
If two or more applications for the
same date are received by the secretary, the secretary will give first
choice to the show held on that date during the previous year.
RecRecognition shall not be granted any
show indebted to the Association or to any exhibitor.
The request will be reviewed at the
annual board of directors meeting, and the farm will then be notified of
the Boards’ decision.
Recognition of a show may be refused
when in the opinion of the majority of the Executive Committee such
refusal would be in the best interest of the Association, the sport in
general or fair competition.
Section 2. Privileges -
Recognized EHA shows enjoy privileges not available to other shows
including:
a. Representation on the Board of Directors by two representatives with
one representative carrying a vote.

Upon such withdrawal, any dues paid shall be forfeited and all delegates
appointed shall cease to be delegates. (Any fees owed to EHA will become
due at the time of resignation.)
Failure to hold a show on the date
allotted or to abide by the rules of the Association may constitute a
violation. Such violations may, by ½ vote of the Board of Directors,
constitute grounds for refusing further dates to show and dropping the
show membership.
Section 5. Fiscal Year

31.
Section 6. Protests

animal measures over, the points and ribbons for the day will be forfeited
and the animal will then have to be measured for a new card. A protest of
this nature is applicable to animal carrying a life card.

The prize list shall contain a
description of all required EHA classes and their requirements for
entering. It shall also contain a class schedule based on 23 required
classes for the horses and 21 classes for the ponies. A total of 44
required classes. It is to be at the discretion of the show manager to
add classes in each ring as they see fit; however, the manager may not add
more than two (2) classes during the required class show time.
Each class entry fee for each
rider/pony or horse combination is set at $8.00 for pre-entry and
$15.00
for post-entry. A $15.00 non-member fee, payable to EHA, will be charged
to each non-member showing.
Maps are to be included with the prize
list. “Horse Show” signs should be placed on all major roads.
An EHA show will be held in two rings
with two judges, two ringmasters, etc. Any show manager not having the
equipment to run two jumping rings may run a flat ring and a jumping ring
simultaneously. All ponies and short stirrup riders are required by EHA
to be held in an enclosed ring. The horse arena may be an open arena with
natural boundaries or any other large open area with man-made boundaries
such as fencing for pastures. No animals will be allowed to be shown
within or near an electric fenced area. The course will be that of a show
ring, hunter type.
RULE
IV – RECORDING OF HORSES AND PONIES
Section 1.
The EHA maintains the only official
record of winnings of horses/ponies at all member shows. To be eligible
for any of the Annual Awards a horse or pony must be recorded with the
Association. Recording cards are the same as the membership registration
cards. A recording fee of $10.00 per animal is charged. A membership fee
of $40.00 per rider is charged if paid by 03/01/xx, there after $50.00.
Section 2.
Upon sale of a recorded horse/pony, a
transfer of ownership must be affected by submitting to the Association
another recording card on the animal and a $5.00 transfer fee will be
paid.
Section
3. The recorded name of the
horse of pony may be changed by submission of written notice to the
Association. There is a fee of $50.00 to change your horse's name
once it is registered with EHA. If a horse is shown under a barn name at
one show and a show name at another, points will accumulate under two
different horses and will not be combined unless the name change fee is
paid.
Section 4. Leased
horses or ponies - In order for horses/ponies to count toward year end
awards; the horse/pony and rider must be a member of the EHA.
Section 5. No points toward
year end awards in any division will be granted any rider, horse or pony
who is not a member of the Association, nor to any horse, pony or rider
not competing in at least 50% of the shows (classes) schedule for that
division. High point year end awards will be determined by the top
two divisions. Riders may show in less than 50% of the shows in one
division, but must show in at least 50% of one of the two divisions.
Section 6. An EHA number will
not be given out unless the horse/pony has a current coggins test. (A
current copy must be on file with the EHA secretary at all times during
the show year.)
Section 7. All ponies must be
measured by a member of the Measurement Committee before one registers for
the new number, except for young entry, short stirrup and long stirrup
ponies. It is strongly suggested that all ponies be measured so they will
be eligible to show in other divisions should you want another rider to
school or compete them. EHA only recognizes EHA or USEF cards! (A copy
of the measurement card should be sent to the EHA secretary to be kept on
file).
RULE
V – JUDGES
The duties and responsibilities of a
judge shall be the same as those found in USEF Rule VII. If at all
possible, a show should not have a judge for more than two consecutive
years at the same barn, nor should one person judge more than one EHA show
in the same ring in a given year (ring flip\flop rule may be used).
The EHA does not require that a judge
be in possession of an USEF Judge’s card to officiate; however, EHA does
require that the show manager secure a qualified judge to officiate; and
if deemed not suitable by the Board of Directors following such show, the
show manager will be asked not to submit the name of such judge to be
placed on a list of recommended judges for EHA shows.
RULE
VI – STEWARDS
The show management will appoint three members of the Board of Directors
to serve as Stewards and Hearing Committee at each show. All questions,
concerns and protest(s) should be carried to an EHA Steward for action to
be taken. By having EHA appointed stewards, the show secretaries and
managers will be better able to continue the operation of running the show
more efficiently with fewer delays. Should the show stewards not be
able to reach a unanimous
decision regarding any rule infraction or protest, the other members of
the Board will be called. A decision will be formed by a majority vote of
the Board.

REQUIREMENTS
A division of Eastern Hunter
Association is determined by the number of classes. A division consists
of two over the fence and one under saddle class. Except for the 1st Year
Young Entry Division which has two flat classes and one over fence class.
The top four competitors over fences in points will then be given credit
for full under saddle points.
Equitation Classes shall receive
single points toward Annual Awards.
RULE VIII – POINTS
In case of a tie in a division, the
rider/pony/horse with the most points over fences, will be declared the
Champion with the runner-up Reserve Champion. If there is a tie
concerning the over fences points, the choice is up to the judges whether
they want to hack off or flip a coin. In the 1st Year Young Entry
Division, with two flat classes, the winner is declared by the rider with
the most points on the flat (as these constituent 66% of the division).
The EHA uses the following point
system:
1st place / 7 points
